Added a new global cleaning factor in cleaning management settings (i44695)

This factor is used to scale down the performance of building spaces but is only put into formula for calculation yearly performance. 

So if this factor is i.e. 10% then the performance for each building space will be divided with 1,1 in calculation for yearly performance for this building space.
